Legal & Policy Briefing: Lawful Drone Usage
Students will learn the capabilities and limitations of drones and counter-drone systems, and how they impact public safety operations. Students will also examine emerging trends and potential use cases of adversarial drones, along with the legal restrictions governing the employment of drone and counter-drone systems.

This course is only available for first responders, licensed security professionals, and military members (active or reservists).
Learning Objectives:
- Understand the legal authorities and jurisdiction governing drone operations in the United States, including federal, state, and local considerations.
- Identify the lawful use of drones by government agencies, first responders, and security professionals in support of public safety missions.
- Explain the capabilities and limitations of drone systems as they relate to lawful employment, privacy, and risk management.
- Understand how constitutional protections, including the Fourth Amendment and reasonable expectation of privacy, apply to drone operations.
- Recognize the legal constraints and prohibitions associated with counter-drone and mitigation measures.
- Identify potential civil, criminal, and administrative liability risks associated with improper drone or counter-drone use.
- Understand the role of agency policy, training, and oversight in ensuring compliant drone operations.
- Apply legal and policy considerations to real-world public safety and security scenarios involving drones.
- Evaluate emerging trends in drone usage and understand how evolving laws and regulations may impact future operations.

Instructors:
-Special Operations Drone Operator who is an active Law Enforcement Officer, serving as a Drone Operator for their department
-Naval Special Operations Bomb Technician who has advanced training in IED Defeat and Counter-Drone technologies with a working history that includes Secret Service, Department of Homeland Security, Department of State, and numerous State and Local Law Enforcement Agencies across the United States.
